Assistant Supply Chain Manager

The main purpose: Co-ordinates, manages and controls the Supply Chain Management functions associated with Demand and Acquisition Management. Aligning procedures, systems and controls; and executing policy requirements to ensure all activities are consistent with CTICCs SCM policy, any other applicable policies and legislative framework.

Reporting to the: Supply Chain Manager

Key responsibilities will include but are not limited to:
  • People Management
  • Manages the attendance, conduct and performance of subordinates
  • Establishing the adequacy and availability of personnel against agreed outcomes
  • Provides leadership to staff on the interpretation of procedures, application and communication sequences associated with Supply Chain Management
  • Provides on the job training for new recruits to the department and other role players in the supply chain management environment.
  • Coordinates the various internal functions and activities of the section to ensure effective functioning.
  • Ensure that staff KPIs are set and monitored.
  • Identify Individual Development Plans to upskill staff.
  • Demand analysis, planning and management
  • Assisting the SCM Manager in identifying the procurement needs of internal departments and identifying the most effective and efficient procurement process to follow.
  • Aligning need analysis outcomes to budgetary provision to establish and comment on costs versus allocations.
  • Oversee and facilitate the development of an annual procurement plan (demand management plan) for both operational and capital expenditure and submitting same to the SCM Manager.
  • Implement the approved procurement plan and monitoring of compliance to the targets as set out.
  • Acquisition Management
  • Effective proactive liaison with Business Units/ End-user departments in the CTICC in respect of technical specifications, costing analysis, maintenance and contractual implications.
  • Ensure the integrity and effective administration of supply chain delivery processes.
  • Review and analyse the effectiveness of practices and processes, identifying opportunities to improve on efficiencies.
  • Responsible for the operational management of acquisition and demand management processes.
  • Authorised as the SCM representative/member of the Bid Specification and Bid Evaluation Committees.
  • Review all bid related documentation required for, or resulting from, bid committee meetings (e.g. tender specifications, tender documents and invitations, BEC reports, minutes of meetings).
  • Ensure the arrangement of, and where needed attend, briefing meetings to inform prospective bidders of requirements and specific terms and conditions.
  • Service provider / vendor management
  • Implement and manage the CTICCs supplier database and ensure its alignment to applicable legislation, standards, requirements and organisational objectives.
  • Review and approve all database applications prior to the supplier being activated on the database.
  • Review and publish all notices required in terms the SCM Policy.
  • Administration and reporting
  • Prepare all reports/notices associated with acquisition and demand management processes (e.g. tender register, monthly awards register, deviations, etc) for submission to the SCM Manager for review and approval.
  • Ensure the effective recording and filing of documentation associated with the areas of responsibility
Minimum qualifications and experience:
  • Matric / Grade 12 (NQF Level 4)
  • Degree (NQF Level 7) in Supply Chain Management, Finance, Accounting, Law or equivalent
  • Minimum of 5 years work related experience in a Municipal Procurement Environment, with at least 2 years supervisory experience.
  • Knowledge of all relevant legislation, acts, frameworks and applicable case law
