Job Type:Fixed Term Contract

Do you have compelling Management and co-ordinating skills within one of the well-established SETA? Then you are the person we’re looking for.

We are looking for candidates who meet the following requirements for this position.

Opportunity requirements:

  • An Honours Degree in the related field or equivalent
  • A Master’s degree in the relevant field of study will be an added advantage.
  • Driver’s Licence
  • 6-8 years in dealing with stakeholders, of which 3 years must have been at a senior management level
  • Industry knowledge, development of technical knowledge and trends
  • Experience in the SETA environment will be an added advantage
  • In-depth knowledge of skills development legislation, policy and frameworks
  • Understanding of functioning of other sector institutions in the skills development space
  • Stakeholder management and the ability to develop and maintain stakeholder networks

 Knowledge

  • Sound knowledge of the relevant legislation applicable to the SETA e.g. Skills Development Act, Skills Levies Act, PFMA etc.
  • Increase the capacity of the organisation and its member institutions.
  • Increase the number of strategic alliances and partnerships with stakeholders.
  • Provide technical support to the organisation activities.
  • Compile and share sector/ country specific knowledge with the team.
  • Knowledge and understanding of the company policies and procedures applicable to the specific work environment to ensure that work outcomes are compliant to the policies and procedures.
  • Sound knowledge of the business environment, the relevant role players within the business and their key responsibilities and outcomes i.e. Knowledge of trends in the industry.

Opportunity responsibilities:

Develop and implement Chamber Strategy

  • Design Chamber Strategy in line with the SETA strategic priorities.
  • Compile Key Performance Indicators (KPAs) for all the SETA Chambers.
  • Determine and identify scarce and critical skills for each industry in the sector.
  • Ensure the Sector Skills Plan (SSP) is developed and updated in accordance with stakeholder requirements, needs assessment are carried out and translated to final plan in collaboration with Skills Planning and Learning Programme Manager.
  • Ensure that the SSP implementation is facilitated and monitored in accordance with industry best practice.
  • Ensure that the SETAchamber targets are linked to the National Skills Development Strategy.
  • Participate in the SETA strategic plan and taking cognisance of all stakeholder and legislative requirements.
  • Play an advisory role in assisting chamber to identify occupations for in their industries.
  • Develop appropriate partnerships with other public, private and non-governmental organisations in promoting skills development.
  • Assist with appropriate recognition of the sub-sector’s education and training needs.

 Develop and enhance stakeholder relations (Chamber Committees)

  • Develop Committee mandates, terms of reference in line with legal mandate and constitution of the SETA.
  • Facilitate Chamber Committee information and ensure that feedback is provided to the SETA and corrective actions are implemented as appropriate to improve internal efficiencies.
  • Ensure effective functioning and participation of sector and chamber committees.
  • Advise and keep stakeholders updated on processes, procedures and information relating to the SETA initiatives.
  • Facilitate and promote the implementationof all skills development initiatives in the Quality Management.

 Chamber Committee Engagement Sessions

  • Schedule and facilitate committee meetings scheduled for each industry.
  • Ensure Chamber committees activities comply with statutory requirements and other good governance principles in respect of the dissemination of information and other relevant issues.
  • Ensure compliance and adherence with relevant legislation, Department of Labour, Department of Higher Education and Training, NSDS and SSP.
  • Identify and promote information flow between chambers and SETA to ensure alignment and statutory compliance.
  • Facilitate chamber workshops and other capacity building sessions/forums
  • Draft meeting minutes and actions to be followed up within agreed time line and reported to relevant committees and stakeholders.

 Monitoring and Evaluation

  • Develop tracking mechanisms to monitor monthly activities and take corrective actions.
  • Improve the quality of data submitted by employers in the sector.
  • Improve the quality of the submitted WSPs. 
  • Establish community of expert practitioners in conjunction with Quality Council for trades and occupations.
  • Provide input into and feedback on occupation-based learning programmes they undertake.
  • Make recommendations regarding SSP and address technical recommendations which may also impact on implementation and conceptualisation of SSP.
  • Compile statutory reports and submit in accordance with legislative requirements.

 Projects

  • Manage and implement various industry Skills Development projects and interventions by:
    • Assist with the identification of strategic projectsand draft project proposal for approval
    • Implement approved projects for each industry within the sector.
    • Monitor and evaluate progress of projects from conception to closure.
  • Align projects with the national Skills Development Strategy
