Head, Program Management Southern Africa

The Role Responsibilities:

The Head Program Management, Southern Africa Cluster role is expected to focus broadly on these strategic areas for the cluster and Bank:
  • Portfolio Analytics and Programme & Change Management for Southern Africa.
  • Drive the delivery, execution and continuous improvement of transformation initiatives.
Strategy:
  • Manage interdependencies in transformation initiatives between Country and Region.
  • Define and provide the following reports and tracking.
  • Cluster reporting of KPIs and global portfolio indicators (local and global initiatives).
  • Cluster tracking of transformation programmes at key milestone level (investments, costs and benefits).
  • Cluster MT Reporting by exception / dashboard.
  • Manage key transformation initiatives in the cluster including all key regulatory initiatives.
Business:
  • Work with Region, Businesses and Functions in the context of change management, both to provide general guidance and to support them to resolving specific issues.
  • Responsibility for transformation communications as appropriate.
  • Responsible to ensure consistent Programme and Project standards, enforce best practice and increase visibility of key risks and issues in order to enable effective decision making and improve the predictability of project delivery.
  • Lead a highly skilled team of Engagement Managers, partnering with SMEs in the Bank to deliver and execute strategic initiatives.
  • Facilitation of cross-countries, cross-business, cross-functional de-conflict and decision making.
  • Support local capability building on DWD/OE tools to internalise and accelerate structured problem solving.
  • Establish and maintain a highly engaged working relationship with shared accountability with the respective business or function lines.
Processes:
  • Process Owner for the Cluster Programme & Change Management Process.
  • Oversee and accountable for process management taxonomy implementation for assigned areas in the bank.
People and Talent:
  • Champion and act as a role model of the Group's values and culture. Lead through example and build the appropriate culture and values. Sets appropriate tone and expectations for their team and work in collaboration with risk and control partners.
  • Lead and support a change in mindset, building a culture of client centricity, agility, and accountability through standardised metrics and measurement, ensuring everyone in the Bank are drivers and owners of client outcomes.
  • Set effective metrics and standards, transparently communicating them to team members, providing feedback and rewarding employees accordingly. Set the appropriate tone and expectations for the wider team.
  • Ensure the provision of on-going training & development, ensure that team members are suitably skilled and qualified for their roles and that they have effective supervision in place to mitigate any risk.
  • Create a motivational and challenging environment for staff which is conducive to creativity and performance with customer centricity in mind.
Risk Management:
  • Responsible for identifying, assessing, monitoring, controlling and mitigating risks to the cluster related to transformation projects and change. Also, an awareness and understanding of the main risks facing the Cluster & Region and the role the individual plays in managing them.
  • Ensure a full understanding of the risk and control environment within the team.
  • Ensure support procedures are in place and adhere to Group Security & Audit policies within the team.
  • Develop capabilities to identify and manage inter-business / functions dependencies and concentration risk.
  • Ensure that Transformation proposed changes/reengineering don't compromise existing risks and controls and where required strengthen them.
  • Engage process and risk control owners in upfront in design of process changes. Have oversight of, direct tracking and monitoring of projects.
Governance:
  • Responsible for the overall governance of change in the Southern Africa cluster.
  • Including data accuracy (i.e. timely and accurate reporting to SCB management teams re investment portfolio), training, governance and quality assurance.
  • Engage with the local regulators to address their ad hoc requirements.
  • Support the development of the Bank's Investment Prioritisation approach including but not limited to the Quarterly Review, Investment Council that governs all investments in the Bank.
  • Oversee delivery of Transformation initiatives with accountability for delivering agreed outcomes.
  • Guide teams in becoming self-sustaining in new process/ work environments.
  • Awareness and understanding of the regulatory framework in which the Group operates, and the regulatory requirements and expectations relevant to the role.
Regulatory and Business Conduct:
  • Display exemplary conduct and live by the Group's Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Lead the Program & Change Management in Southern Africa Cluster to achieve the outcomes set out in the Bank's Conduct Principles: [Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Other Responsibilities:
  • Embed Here for good and Group's brand and values in South Africa; Perform other responsibilities assigned under Group, Country, Business or Functional policies and procedures; Multiple functions (double hats).
Our Ideal Candidate:
  • 10 plus years of experience and a track record of success with Project Management / Lean / Process Re-engineering (preferably in large corporations or financial institutions).
  • Relevant qualification in Six Sigma / Lean / Agile / Project Management preferred.
  • Proven ability to prioritise issues within a large, rapidly changing environment and manage a wide variety / high volume of tasks while maintaining quality delivery.
  • Understands the operational environment, processes and controls needed to execute requirements. Handles sensitive matters with discretion and confidentiality.
  • A results-driven professional. Takes ownership to deliver, with a high level of flexibility and a preparedness to 'roll up his/her sleeves' to get the job done. Proven success in holding individuals accountable for progress against agreed deliverables.
  • Strong influencing and communication skills - oral, written and presentation. Proven success in communicating technical information in a simple way.
  • A team player; multi-culturally aware with a proven ability to work in a global service delivery model, with onshore and offshore resources.
  • A proven ability to work independently, solve problems and make balanced judgments / decisions.
  • Demonstrates ability to work with limited direction and multi-task without loss of quality.
  • Ability to perform the role of 'Change/ Transformation Leader'.
  • Confident and courageous to raise/escalate issues in a pro-active, professional, and timely manner.
  • Demonstrate understanding of and commitment to the Group's core values.
