Terms of Reference

General Background of Project or Assignment:

The consultancy will be based within UNHCRs Community Based Protection unit and will work closely with UNHCR Regional Bureau for Southern Africa. The consultant will support the Regional Bureau with the consolidation of the participatory assessment reports covering the 16 country operations. The consultant will also be expected to support the DRC and ROC with the drafting of their respective reports in both French and English.

The consultant will report to the Snr Community-Based Protection (CBP) Officer with weekly meetings held between the consultant and the Snr CBP Officer to discuss progress and receive guidance. The consultant will also work closely with other members of the Information Management team at the Regional Bureau.

Overall Purpose and Scope of Assignment:

The aim of this consultancy is to analyze the data which is being collected through the kobo tool. The consultant will support the operations with the data cleaning, analysis of the collected data and the development of information in a dashboard such as PowerBI. Thereafter the consultant will support the operations with the drafting of the reports, providing all the necessary statistical inputs for the reports.

The consultant will therefore work closely with the relevant country operations to collect and/or draft additional content and ensure the accuracy and validity of the information. The consultant will also be responsible for the identification of the photos and visuals for the reports. The consultant will report to the Snr Community-based Protection (CBP) Officer, with weekly meetings held between the consultant and the Snr CBP Officer to discuss progress and receive guidance. In summary, the duties of the consultant will be to:
  • Consolidate the Participatory Assessment report for the 16 country operations.
  • Support the Democratic republic of Congo (DRC) and Republic of Congo (ROC) operations to draft a separate participatory assessment report to be submitted in both French and English.
  • Support the analysis of the information collected in the region via Kobo and PowerBI.
  • Conduct an end of assignment debrief for DRC and ROC country office senior management, relevant Regional Bureau staff and other stakeholders.
Qualification and experience required (degree required, years of work experience, field of expertise, language required):
  • Possess a Bachelors degree in social services or relevant field. in a relevant field.
  • A minimum of 4 years of demonstrable work experience on drafting reports, data management and visualization expertise.
  • Experience working in the Southern Africa region will be an added advantage.
  • Experience working in humanitarian contexts.
  • Have excellent communication skills with strong interpersonal and negotiation skills.
  • Be fluent in English with excellent drafting skills.
  • Have good experience using the Microsoft Office suite and business intelligence (Outlook, Word, Excel, and PowerPoint, Power BI).

  • Experience producing advocacy products and reports for UN or other humanitarian agencies.
  • Strong interpersonal skills and ability to work effectively in a diverse and multi-cultural team environment.
  • Ability to work in stressful situations.
