Background

The UNFPA and UNICEF Joint Programme (JP) Empowering women and girls to realize their sexual reproductive health and rights in South Africa'' was launched in late 2019 with the ultimate outcome of improving the SRHR and reducing GBV among vulnerable adolescent girls and young women in three districts of South Africa. The districts supported are Alfred Nzo and Nelson Mandela, in the province of Eastern Cape; and uThukela in the province of Kwa-Zulu Natal. These districts are located in provinces with youthful populations as well as highest poverty headcounts, and a high burden of disease and poorer progress on selected SRHR indicators, including teenage pregnancy and HIV prevalence and incidence. To address such challenges, the Joint Programme was designed around two outcome areas: (a) increase availability and use of quality sexual and reproductive health, HIV and SGBV prevention and response services free of bias and discrimination for/by the most vulnerable and marginalized AGYW in the selected districts; and (b) decrease discriminatory and harmful practices and attitudes that perpetuate and validate SGBV against women and girls and act as barriers to SRHR within targeted households and communities in the selected districts. The JP is towards the end of its implementation and therefore a need to collect and communicate the results is becoming more and more important. UNFPA is seeking the services of an organization to support with collection synthesis reporting and communication of the results

The Consultant Will Focus On The Following Key Areas
  • Review and finalize the current version of the Performance Monitoring Framework and ensure readiness for submission to the Technical Working Group and Global Affairs Canada (GAC) by July 2023.
  • Prepare reporting tools for summarizing the results across the key programme outputs and outcomes areas from the beginning to the end of the project period.
  • Collect, synthesize and report all Joint Programme results in line with the reporting requirements from (2020-2023)
  • Respond to the Canada questions that were received during the 2022 reporting cycle
  • Prepare special reporting tools for IPs that are funded by Canada in line with GAC requirements.
  • Collect and package results across the three targeted districts in particular measurements between baseline and endline.
  • Package the communication of these results in various communication platforms for different targeted audiences
  • Support preparation for the Steering Committee Meetings to be held twice a year as well as Quarterly meetings with GAC .
Duration And Working Schedule

The consultancy will be engaged for between July 2023 until the end of the JP in May 2024. The consultancy is broken down as follows;
  • Inception meeting and report.
  • Workplan detailing key activities for the duration of this assignment
  • Final approved version of the Performance Monitoring Framework
  • IP reporting tools.
  • All the results packaged from 2020 - 2023 (end of the project)
  • End of the Project reporting tools.
  • Technical support for the steering committee as well as quarterly meeting tools
Place Where Services Are To Be Delivered
  • This assignment is home based with participation in the JP meetings as required by the Project team.
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The consultancy period is required to commence work in July 2023 until the end of the JP in May 2024 (not exceeding a total of 60 days)

Submission Of Final Products To The UNFPA As Follows

Deliverable 1: Final version of the Performance Monitoring Framework

Deliverable 2: Final reporting tools for all Implementing Partners engaged on the Joint Programme

Deliverable 3: Summary of the results packaged and synthesized in a clear format from 2020-2023 (end of the project period) across the three districts

Deliverable 4: End of Project reporting tools

Monitoring And Progress Control, Including Reporting Requirement

The assignment is under the direct supervision of the UNFPA Gender focal point in collaboration with the Provincial Program Officers, with collaboration with UNICEF under the overall supervision of the Assistant Representative and overall guidance from the UNFPA Officer in Charge.

Expected Travel

The assignment will be delivered remotely (off-site/virtually) with inputs from both UNFPA and UNICEF

Required Expertise, Qualifications And Competencies, Including Language Requirements

Education: Post-graduate University Degree or equivalent in public health/sexual and reproductive health, gender/social sciences, communication for development, program management, political sciences, business or other related fields. Knowledge and Experience:
  • 5 years or more of increasing responsibilities at international or country level in large scale donor-funded project management focusing on M&E.
  • Sound knowledge of results based management and reporting. Experience in projects related to gender, gender based violence and development.
  • Proven capacity to translate strategy and strategic plans into implementation plans with monitoring and reporting frameworks.
  • Previous experience in a similar assignment will be an added advantage in particular familiarity with monitoring, evaluation and reporting on Canada funded projects.
  • Ability to present concepts visually and communicate appropriately at various levels strategic, program management and implementation level.

Evaluation criteria and payment terms.

Payment will be released based on acceptance of submitted deliverables. As follows:
  • Deliverable 1: Final version of the Performance Monitoring Framework - 20%
  • Deliverable 2: Final reporting tools for all Implementing Partners engaged on the Joint Programme- 20%
  • Deliverable 3: Summary of the results packaged and synthesized in a clear format from 2020-2023 (end of the project period) across the three districts: 30%
  • Deliverable 4: End of Project reporting tools and final report: 30%

The contract can only be extended to organizations that have capacity to deliver within the specified period and have their own working tools like laptop and internet connectivity.
